Vision

Provision of reliable and timely statistics relation to the field of Labour that is needed by policy planners, researchers & other data users.

Mission

To collect analyze and disseminate Statistical information required to plan a better future for the people. The division fulfills this by analyzing and publishing information collected through annual & bi-annual surveys and administrative records maintained by the Department of Labour and other institution.

Main objective

The main objective of the Statistics Division is collection, compilation and dissemination of Labour Statistics of the country.

This division fulfils this objective by analyzing and publishing the information collected through annual & bi-Annual surveys and administrative records maintained by the Department of Labour and other institutions.

Background 

The following three ILO conventions have been ratified by Sri Lanka , that related to Labour Statistics.

•  1938-The 63rd convention on 'Average Earnings & Hours of worked (Revised in 1985)
•  1941-The 81st convention on 'Labour Supervision'
•  1985-The 160th convention on Labour Statistics

Under the 'Labour Statistics Convention, the collection compilation and publication of Labour statistics that related to following areas are responsibility of the government.

• The data on Labour force/Employment and unemployment/under employment/structure and   composition of the Labour Force.
• Consumer Price Index/Income and Expenditure data at House Hold Level.

•  Average working hours, Salary Structure and Distribution, Data on Labour cost.
•  Occupational Safety & Hygiene
•  The data on Industrial Safety

Main Activities of the Statistics Division

(1.)  Surveys conducted by this Division.

•  Annual Employment Survey.

•  Average Earnings and Hours Work Survey.
•  Computation of Index Number
•  Computation of minimum wage rate indices based on the Wages Board ordinance.
•  Preparing minimum wage indices for Up-Country, Mid- Country and Central Province .
•  General index number ( Tea & Rubber estate workers & unskilled workers in Government     sector )
•  Publications.
•  Annual Employment Survey Report.
•  Labour Statistics of Sri Lanka .
•  Quarterly Progress Monitoring Reports for the Ministry of Labour.
•  To furnish data for data “users”
•  International Labour Organization.
•  Central bank of Sri Lanka .
•  Department of Census & Statistics & Other Organization.
•  To provide data for researchers and other data users.
•  Other
•  To assist the Ministry and the Department, Conducting Surveys, Compilation and     dissemination of Labour Statistics.
•  Maintenance of Establishment Register covering all ACCL divisions of the country.

Other Important Activities  

•  Maintaining Department web-site ‘Labour.gov.lk ‘ at the Internet
•  Preparation of ‘Labour Statistics – Sri Lanka ' publication at a regular basis.
•  Maintaining a database of Establishments based on reports submitted by ACCL of the DOL.

Collecting data on inquiries and inspections carried out by the Labour officers in their day to day duties under the Employees Provident fund Act, shop & Office Employee Act and Wages Boards Ordinance.
