Brief Introduction about the Division

Labour standards division contributes to the overall function of the Department of Labour through formulating, granting legal status and supervising terms and conditions of service relating to establishment of formal jobs, job security and welfare of the employees in private sector.

Role of the Division

Implementation of 05 main acts.

  1. Wages boards ordinance No.27 of 1941
  2. Shop and office Employees Act No. 19 of 1954
  3. Budgetary relief allowance of workers Act No. 36 of 2005
  4. National minimum wagesof workersAct No. 03 of 2016
  5. Budgetary relief allowance of workers Act No. 04 of 2016

Following activities are carried out under the above mentioned acts

  • Implementation of tripartite wages boards, giving instructions on service conditions and making clarifications
  • Determination and legalization of wages, terms and conditions of service of the employees
  • Expansion the coverage of Wages Boards so as to cover the workers in informal sector
  • Having identified new fields of trades, establishment of new wages boards to cover the workers in those trades
  • Conducting awareness programs for employers and employees on Labour laws in order to improve Labour standards
  • Providing legal interpretations and necessary instructions
  • Inspecting legal validity of collective agreements and carrying out other activities related to it
  • Granting approval to implement five-day work week (Instructions – Annexure 1)
  • Granting approval for deductions from salary

Details that should be contained in a request letter for five day work week.

  • Request letter should be produced in correct manner (Request should be as a request of the institution not as a request of workers) – original copy.
  • Signature sheet with full name of all the workers who have expresses the consent for five-day work week. (Original copy)
  • Work plan (The manner of covering Saturday within 05 day of the week)
  • The time period approval is needed
  • Original copies of the above documents should be produced photocopies should not be produced.
  • When making request for several of factories in one institution, all the relevant documents need to be produced separately for each factory.
  • When making request through Labour Offices, all the original documents should contain the recommendation of the head of the relevant office.
  • If the relevant trade does not manufacture apparels, details on the manufacturing process of that trade, worker categories and tasks performed by each of those worker categories should be produced.
